SALARY: The salary range for this position is $73,838.98 to $115,075.98 for Schedule A, and $73,838.98 to $109,322.18 for Schedule B. For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater.Judiciary employees hired prior to June 3, 2014, are considered Schedule A. Newly hired individuals, and Judiciary employees hired on or after June 3, 2014, are considered Schedule B.

The New Jersey Judiciary seeks a well-organized financial/accounting professional with excellent communication and analytical skills to perform accounting, financial analysis, budget & forecasting functions under the direction of the Assistant Chief of Budget and Accounting, Court Executive 2A in the Financial Services Office. The Budget Analyst will be responsible for monitoring and forecasting budgets for various county court administrations or divisions within the courts. The selected individual will collaborate with internal stakeholders in the central office and county court administrations or divisions implementing effective and efficient practices. This individual will also monitor expenditures against budget by cost center and process funding changes in a timely manner and will prepare financial analysis for divisional review and ad-hoc reports as requested.

REMOTE WORKThe Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 2 days of remote work outside of Judiciary buildings. To participate in this program, in addition to installing a multifactor authentication app on your phone or tablet, you will be required to have high speed home internet access.

  • Develop and prepare financial reports for vicinage and central office organizations.
  • Work with departmental managers to develop the organization’s allocations.
  • Review managers’ budget proposals and funding requests for completeness, accuracy, and compliance with laws and other regulations.
  • Assist the position control unit on salary projections and various staffing related reports, supplying forecasting information for collective bargaining unit negotiations.
  • Oversee expenditure and identify trends in spending.
  • Collaborate with managers to develop final budget allocations.
  • Arrange for the movement of funds on the State accounting system.
  • Monitoring and reporting on expenditures as compared to the approved budget.
  • Audit the vicinage financial records to assure accuracy.
  • Prepare account reconciliations.
  • Conduct cost/benefit and other types of analyses.
  • Monitor the organizational spending to ensure that it is within budget.
  • Inform program managers of the status and availability of funds.
  • Provide technical support and guidance to vicinage finance staff in financial matters.
  • Preparing ad hoc analysis and reports
The selected individual will have a working knowledge of the Microsoft Office suite of products and Business Objects.
Graduation from an accredited college or university with a bachelor's degree including or supplemented by 21 credit hours in accounting, business administration, economics, public administration and/or finance. Twelve of these credit hours must be in accounting and five years of professional accounting, finance, auditing and/or budgeting experience.
 
Substitution: Applicants who do not possess the required education, but do possess the 21 accounting, business administration, economics, public administration, and/or finance credit hours, including 12 accounting credit hours, may substitute additional paraprofessional and/or professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits. A master's degree in business or public administration, economics, accounting or finance may be substituted for one year of general experience -OR- a CPA designation may be substituted for one year of general experience as indicated above.

Driver's License: Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position.
Authorization to Work: US citizenship is not required. Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.
Special Note: Newly hired employees must agree to a thorough background check that will include fingerprinting. All data received will be kept in strict confidence except to inform the individual of the findings and what action will be taken as a result of this information.
Residency Law: In accordance with N.J.S.A. 52:14-7 (L. 2011, Chapter 70), the "New Jersey First Act," all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey. Any person may request an exemption from that requirement from the Employee Residency Review Committee in the Department of Labor & Workforce Development on the basis of either hardship or employer critical need.
